There is no universal cheapest gambling license. The most useful shortlist is:
- Lowest published fixed authority entry: Vanuatu at €5,000 application + €10,000 annual license fee, with 1% GGR on top.
- Lowest predictable fixed-fee route: Anjouan at €17,828 for issuance and €17,828 for annual renewal + €500 for each additional domain.
- Clear new-regime authority fee: Nevis at €28,000 for the initial B2C or B2B license, including application processing, due diligence and the first license year. Renewal is €28,000.
- Useful packaged route when scope is written down: Tobique, where the current GamingLicensing first-year package is €43,000. This is not a public Tobique Gaming Commission fee schedule.
- Higher entry with an established specialist regulator: Kahnawake at a current minimum of $40,000 for one Client Provider Authorization and one Key Person Permit, both including their first annual fees.
- More expensive ongoing regulatory base: Curaçao under the LOK framework, with a €4,592 application fee and €47,450 in full annual B2C treasury and supervisory fees, before person assessments, domains, local substance and professional work.

How We Calculate the Real Year 1 Cost
The comparison uses a standard operator profile so that the numbers have a common meaning:
- a new B2C online casino and sportsbook;
- one applicant entity;
- two individual ultimate beneficial owners;
- one approved domain;
- a third-party platform;
- games already certified by recognized laboratories;
- no proprietary random number generator;
- a straightforward ownership chain; and
- twelve months of operation after launch.
The fixed-cost formula is:
Real Year 1 fixed cost = regulatory fees + company setup + mandatory local roles + application support + required compliance work + mandatory testing + domain and key-person fees + recurring fees payable within 12 months.
Variable charges are shown separately, including GGR charges, gaming tax, processing, chargebacks, corporate tax and revenue-dependent contributions. Working capital and player-fund reserves are restricted cash rather than consumed fees but remain a serious cash-flow requirement.
The result is a planning range. Company formation, notarization, translations, source-of-funds work, local appointments and technical remediation vary by applicant, so non-tariffed work needs a transparent contingency.
Real Year 1 Planning Range
| Jurisdiction | Year 1 planning range | Planning timeline | Local substance | Banking & PSP fit |
|---|---|---|---|---|
| Vanuatu | €30,000–€55,000 + 1% GGR | About 8–16+ weeks | Vanuatu company, local office and resident director are part of the published licensing framework | Case-specific; crypto may be easier than mainstream card acquiring |
| Anjouan | €26,000–€40,000 | About 4–8 weeks | Structure depends on the accepted applicant arrangement; confirm it before incorporation | Often workable for crypto-led models; card acquiring remains provider-specific |
| Nevis | €50,000–€75,000 | Plan about 8–12 weeks | Nevis applicant company and specified local functions are required | Provider acceptance must be checked before filing |
| Tobique | €50,000–€70,000 | About 2–8 weeks | No Tobique incorporation requirement is identified in the public rules reviewed, but the chosen entity must be acceptable | Case-specific; get written PSP and bank feedback |
| Kahnawake | $55,000–$90,000 | About 12–20+ weeks | Applicant structure, hosting and key-person requirements require early confirmation | Often better recognized than the lowest-cost offshore routes, but never guaranteed |
| Curaçao | €80,000–€125,000 | About 12–24+ weeks | Curaçao entity, local director, substance and compliance functions materially affect cost | Generally broader ecosystem, subject to risk appetite and target markets |
Cheapest Licenses Compared
Vanuatu: The Lowest Published Fixed Authority Entry
The Vanuatu Gaming Authority publishes a €5,000 application fee, a €10,000 annual license fee and a 1% charge on GGR. It also describes the authorization as a 15-year license, with annual payments and continuing obligations.
The €15,000 headline is not a turnkey casino. The authority’s checklist includes a Vanuatu company, local office and resident director. Due diligence, compliance, technical evidence and professional coordination are additional.
The 1% GGR charge changes the ranking as revenue grows. At €1,000,000 of annual GGR, the regulator-linked amount is €25,000: €15,000 fixed + €10,000 variable. At €5,000,000 of GGR, it becomes €65,000. Compared only with Anjouan’s €17,828 issuance fee, Vanuatu’s regulator-linked amount becomes higher above €282,800 of annual GGR. That break-even ignores company, people, compliance and technical costs in both jurisdictions, but it shows why a percentage fee cannot be treated like a fixed tariff.
Vanuatu is most compelling when projected GGR is modest and the operator can support genuine local arrangements. Bank, acquirer and target-market acceptance must still be checked.
Anjouan: The Most Predictable Low-Cost Fixed Fee
The Anjouan Gaming licensing fee schedule lists €17,828 for license issuance, €17,828 for annual renewal and €500 for each additional domain. It does not list a separate application fee.
This matters because several cost comparisons previously mixed the issuance and renewal concepts or quoted €17,848. The synchronized 2026 figure is €17,828. For a one-domain base case, the authority invoice is simple. The wider implementation budget is not.
A lean first-year Anjouan project may be planned at €26,000–€40,000 with professional preparation, corporate work, compliance documents and routine launch support. This is not an official bundle and assumes clean ownership, certified third-party content and no exceptional remediation.
Anjouan is often a strong fit for crypto-first startups that need a clear fixed-fee route. However, the operator should validate payment providers and target markets before paying the issuance fee. A low-cost license that the intended acquirer will not support is expensive in practice.
Nevis: Clear Official Pricing, Higher Implementation Cost
The Nevis Online Gaming Authority fee schedule lists €28,000 for an initial B2C license and €28,000 for an initial B2B license. Renewal is €28,000. Official guidance explains that the initial amount covers application processing, due diligence and the first license year. There is no separate confirmed application fee to add.
Adding a supposed €4,500 application fee to €28,000 would overstate the published tariff. Company, local-function, compliance, technical and professional costs still apply, but they are not a separate regulator application fee.
Nevis publishes useful change and expansion charges. An additional URL costs €750. Subdomains submitted together cost €35 each up to 49, or €15 each for 50 or more. Due diligence for a new director, shareholder or UBO is €1,000, while a material ownership change is €5,000.
For the base case, a €50,000–€75,000 planning range reflects the Nevis applicant company, local functions, policy drafting, application coordination and case-specific work. Provider acceptance should be tested because the regime is newer than Kahnawake or Curaçao.
Tobique: A €43,000 Package, Not a Public Government Tariff
The Tobique Gaming Commission publishes its Gaming Act, codes and regulatory documents, but no detailed public fee schedule was identified for this review. Any precise Tobique price should therefore be labeled by its actual source.
GamingLicensing’s current first-year package is €43,000. It consists of an €18,000 license component, an €18,000 professional fee and €7,000 of first-year compliance support after issuance. The package covers support for up to five approved domains. These are commercial package terms based on a Direct Licensee arrangement, not a TGC government tariff.
The €18,000 component should not be copied as both an official application and renewal fee. Request a written quote covering issuance, renewal, domains, due diligence, company work, technical review, refunds and post-license support.
For a straightforward operator, €50,000–€70,000 is a more useful planning range. The exact total depends on included corporate, technical, banking and compliance items. The regulator’s documents do not support calling €18,000 an official public tariff.
Kahnawake: Higher Entry, Transparent Current & Future Fees
For a complete application submitted before 1 January 2027, the current Kahnawake Client Provider Authorization application is $35,000, including the first annual fee. A Key Person Permit application is $5,000, including the first annual fee. The minimum current regulator entry for one CPA and one KPP is therefore $40,000.
The later annual fees are $20,000 for the CPA and $1,000 for each KPP. The Kahnawake Gaming Commission domain notice states that the CPA annual fee covers up to six approved domains, with each domain above six costing $500 per year.
The Commission has published a 2027 fee-increase notice. From 1 January 2027, the CPA application becomes $40,000 and the KPP application $6,000. Annual amounts remain $20,000 and $1,000. The future price is not the current 2026 price, and “US €40,000” is invalid notation.
Kahnawake may create better counterparty comfort for some models, but it does not automatically authorize access to every Canadian province or other locally regulated market.
Curaçao: Low Application Fee, High Real Annual Base
The Curaçao application fee can mislead readers because €4,592 is only the first regulatory payment. Under the Curaçao Gaming Authority fee schedule, a B2C operator also pays €24,490 in annual treasury fees and €22,960 in annual supervisory fees, totaling €47,450.
Person assessments cost €150 per UBO and €150 per QIH. With two UBOs and one QIH, the full-year regulatory base is €52,492 before additional domains. Each extra domain costs €250. Company formation, a local director, substance, compliance roles, policies, systems and professional services sit outside this authority total.
The initial annual invoice is prorated. Depending on the grant date, the next full payment due by 15 January can still fall inside the same rolling twelve-month launch budget.
Curaçao may justify its higher total through its broader ecosystem and familiarity among suppliers. It should not be marketed as a €4,592 gambling license. A practical base-case fixed-cost budget is more often €80,000–€125,000 before payment reserves and variable operating costs.
Hidden Costs That Change the Ranking
Company & Local Roles
The applicant may need a local company, registered office, resident director, local representative, compliance officer, reporting officer or other approved function. Price the first year and the recurring annual cost. A nominee-style appointment is not a substitute for a person who can perform the regulated role.
Due Diligence & Source of Funds
Simple founders with clear salary, dividend or sale proceeds are cheaper to verify than layered holding companies, trusts, token treasuries or cash-intensive businesses. Certified copies, apostilles, translations, legal opinions and enhanced source-of-wealth evidence can add both time and fees.
Compliance Documents & Operating Evidence
An application normally needs more than template policies. The AML framework, risk assessment, sanctions controls, responsible-gambling procedures, complaints process, privacy materials, internal controls and business continuity plan must match the actual platform, payments, markets and staff responsibilities.
Technical Testing & Security
Third-party certified games reduce the testing burden, but they do not eliminate integration evidence, platform controls, security documentation or supplier agreements. An in-house RNG, wallet, sportsbook engine or proprietary game catalogue can require new laboratory reports and remediation.
Banking, PSPs & Reserves
A rolling reserve is restricted cash, not a fee. A 10% reserve on €500,000 of monthly processed volume can immobilize €50,000 before processor fees or chargebacks.
Renewal Timing
“First year” can mean the first license period, the first calendar year or the first twelve months after project start. These are not identical. Curaçao’s prorated initial annual fee and January billing cycle is a good example. Build a monthly cash-flow schedule, not just an annual total.
Market Access & Legal Opinions
An offshore license does not override local laws. Restricted markets, sanctions, geolocation, advertising and payment conditions require market-by-market analysis.
Which License Is Cheapest for Your Model?
| Business priority | Best starting shortlist | Why | Critical pre-filing check |
|---|---|---|---|
| Lowest authority entry with modest forecast GGR | Vanuatu | €15,000 published fixed entry before 1% GGR | Local substance budget and GGR sensitivity. |
| Predictable fixed fee for a lean crypto launch | Anjouan | Exact €17,828 issuance and €17,828 renewal | PSP acceptance, company arrangement and restricted markets. |
| A defined new B2C or B2B regime | Nevis | €28,000 initial fee with published add-on schedule | Local functions and provider acceptance. |
| Packaged support with up to five domains | Tobique | Current €43,000 package has stated components | Written scope, renewal, refund and extra-domain terms. |
| Established specialist regulator and up to six domains | Kahnawake | Transparent CPA, KPP and domain charges | Required KPPs, hosting and target-market analysis. |
| Broader supplier ecosystem and a higher compliance budget | Curaçao | Familiar framework with detailed official fee schedule | Full €47,450 annual base, local substance and January cash timing. |
Malta is a useful control, not a contender for the cheapest offshore license. The Malta Gaming Authority publishes a €5,000 application fee and a €25,000 annual B2C fee. The real total also includes compliance contribution, applicable gaming tax, capital, key functions, audits and a substantially heavier governance framework. The low application line does not make Malta a €5,000 route.
How GamingLicensing Builds a Defensible Budget
GamingLicensing can turn the selected jurisdiction into a line-by-line implementation budget. The review should begin with ownership, source of funds, products, platform, game suppliers, domains, target markets, currencies, projected GGR and payment flows. That information determines which headline fees are relevant and which are not.
The deliverable should separate five layers: authority charges, corporate and local-substance costs, professional application work, technical and compliance work, and post-license operating costs. It should also distinguish consumed fees from deposits, capital and payment reserves.
